IRL contributes specific expertise to the WET-NZ Programme in areas of distributed energy technologies, mechanical and electrical engineering, intelligent systems, advance engineering materials and high temperature superconductors.
Power Projects Limited
PPL is an energy industry consultancy in science and technology with a particular focus on marine energy. It provides consultancy services to the entire energy sector, ranging from traditional and renewable energy companies to the electricity industry. PPL’s role in the WET-NZ Programme is to secure complimentary partnerships, which provide technical support and additional funding to develop wave energy conversion devices in New Zealand.

Gavin Mitchell
Commercial Manager, IRL
Gavin Mitchell is the Commercial Manager of Industrial Research Limited, a Crown Research Institute that is mandated to drive innovation in the New Zealand industrial manufacturing sector. IRL was a founder of the Wave Energy Technology – New Zealand (WET-NZ) R&D programme, with PPL and NIWA.
Gavin oversees the industry engagement activities of IRL and in particular IRL’s renewable energy initiatives. Gavin has an extensive background in commercialising New Zealand intellectual property in a global market in a number of industries, including the energy industry.
Gavin is a director of two New Zealand high tech companies.

Dr. John Huckerby
Director, PPL
Dr. John Huckerby is the director of Power Projects Limited (PPL), a Wellington-based energy industry consultancy. Power Projects was a founder of the Wave Energy Technology – New Zealand (WET-NZ) R&D programme, with IRL and NIWA.
He is also the founder and current Executive Officer of the Aotearoa Wave and Tidal Energy Association (AWATEA), a marine energy industry association formed in April 2006. He represents New Zealand on two international committees. In 2006 he became New Zealand’s representative on the Executive Committee of the International Energy Agency’s Ocean Energy Systems Implementing Agreement (OES-IA) and has been its Chairman since 2008. He is also NZ’s representative to the International Electrotechnical Commission’s Technical Committee 114 (TC114) and Leader of Working Group 1, which is establishing standards for wave and tidal energy resource characterization and assessment.
He is a Lead Author of the Intergovernmental Panel on Climate Change’s (IPCC) “Special Report on Renewable Energy Resources and Climate Change Mitigation” and formerly served on the Royal Society of New Zealand’s President’s Panel for Energy.
John has a Ph.D. from Imperial College in London, an MBA from Henley Management College and postgraduate management qualifications from Rice University, Houston, and Waikato University. He is a Chartered Engineer and a member of the Energy Institute, the Royal Society of New Zealand and the Institute of Directors in New Zealand.
